The number of reported cases of euthanasia in 2007 has increased by 10 percent in the Netherlands.
In 2007 the Regional Euthanasia Review Committees received 2120 euthanasia reports, which is up from 1923 reported cases in 2006.
Euthanasia as defined in the Netherlands only includes voluntary actions that are requested by a person who is competent. Any intentional action that causes the death of a person who is incompetent or involuntary are not counted as acts of euthanasia but rather deaths without explicit request.
The report that is published in the Magazine of the Right to Die – NL (NVVE) does not include the number of assisted suicide deaths or the number of deaths without explicit request.
It was reported that there were approximately 550 deaths without request in 2005 and approximately 400 assisted suicide deaths.
It must be noted that these are the number of reported cases. There has been a long-standing problem with under-reporting in the Netherlands.
There were three reported cases that did not fulfill the requirements of the Dutch law. Those cases were reported to the Inspection of Health Care. There is no indication that the three cases resulted in any punishment.
Experts had anticipated that the actual number of reports would decrease because of the increase in deaths by terminal sedation and dehydration. The report from the NVVE does not include the estimated number of cases of terminal sedation and dehydration.
The highest number of reported cases of euthanasia in the Netherlands was in 2000 (2123) with the lowest number of reported cases in 2003 (1815).
There is no explanation in the report as to why the euthanasia rate has increased in the Netherlands.

OTTAWA, August 25, 2008 (LifeSiteNews.com) – In news, which came as a shock within and without the Conservative Party of Canada this afternoon, Justice Minister Rob Nicholson has announced that the Conservative Government will introduce legislation to bolster penalties for those who assault pregnant women. The legislation will in effect kill the Unborn Victims of Crime Act, a private members bill with wide public and legislative support that would have recognized in law the separate life of unborn children – at least those who are 'wanted' or intended by the mother for birth.
Conservative MP Ken Epp's private member's bill would ensure that a criminal would receive separate punishment for killing an unborn child in a violent attack on a pregnant mother. Even though the bill explicitly excluded consensual abortion and acts or omissions by the pregnant woman, the Conservative Government fell prey to the arguments of abortion activists who saw any foetal rights, even of 'wanted' children, as an assault on abortion.
According to Nicholson, the upcoming Conservative bill would add the fact of a woman's pregnancy to the list of 'aggravating factors' which must be considered when sentencing criminals. The proposal is in fact nearly identical to a Liberal private member's bill, which was proposed in May by pro-abortion Liberal MP Brent St. Denis.
In his announcement of the measure, Nicholson noted that the Conservatives accepted the arguments of abortion activists. "We've heard criticisms from across the country, including representative from the medical community, that Ken Epp's bill could be interpreted that Mr. Epp's bill as presently drafted could be interpreted as instilling foetal rights," he said.
"Let me be clear, our government will not reopen the debate on abortion," added Nicholson who in the past was recognized as one of the more heroic and reliably pro-life Conservative MPs. "For this reason, and in the context of the government's tackling crime agenda, I'm announcing that the government will introduce legislation that will punish criminals who commit violence against pregnant women but do so in a way that leaves no room for the introduction of foetal rights."
This is the second time this year that Nicholson has betrayed and shocked Canada's social conservatives. In May he presented the Conservative government Justice Department's 50-page defence of the notorious subsection 13(1) of the Canadian Human Rights Act that has permitted major assaults on freedom of expression and freedom of religion by the Human Rights commission kangaroo courts.
When asked if Epp was even told of the new legislation, Nicholson indicated Epp was not informed, or consulted on the matter, saying only that he would find out with everyone else.
While Ken Epp did not immediately respond to the announcement, his remarks on the Liberal private member's bill proposed in May would apply equally to the Conservative proposal.
"I am very disappointed he has fallen victim to the scare tactics of special interests groups who refuse to stand by pregnant women who want their unborn babies protected in law," said Ken Epp responding to St. Denis' proposal. "Why have increased penalties for attacks on pregnant women if the baby doesn't matter?" Mr. Epp asked. "Either the unborn child matters so that attacks on pregnant women are more heinous, in which case Bill C-484 is a direct recognition of that reality; or the child doesn't matter, in which case we don't need any new law – the current provisions in the Criminal Code cover the violence to the woman."
Epp's further comments on St. Denis' bill suggested it was little more than political posturing. A criticism that, it seems, would apply equally to the Conservative Government proposal. "Besides, my legal advisors and the Justice Department have assured me that pregnancy is already deemed an aggravating factor for sentencing purposes, as part of our case law," Mr. Epp said. "And I have also been assured that C-484 will not change that. But if all we do is increase the penalty for attacking a pregnant woman without creating a separate offence for harming or killing her child, then we reinforce the offensive notion that the child's fate is irrelevant. But the child's death is very relevant to the mother (and other family members) who want her baby to live. As Mary Talbot, mother of Olivia Talbot and grandmother of Lane Jr. told the media, 'It's two people who died that day? I certainly put two people in a coffin.'"
Mr. Epp concluded, "What right does anyone have to deny a pregnant woman the right to have the child she has chosen to bring to term protected in law? I can't imagine any pregnant woman feeling that justice has been served if the person who brutally and intentionally killed the baby in her womb simply gets a stiffer sentence for assaulting her. What he did was wrong, not because she was pregnant, but because he killed her baby! The "alternative" Mr. St. Denis is proposing does not recognize her baby's death. It does not address the horrible loss and grieving that mother feels. It's not good enough for a caring society like Canada. Victims' families and Canadians in general are crying out for justice! Let us not delay in doing the right thing and pass C-484 into law."

(Ottawa) – “An orchestrated campaign against my Private Members Bill C-484, the Unborn Victims of Crime Act, has now been followed by the government’s announcement that they will unveil new legislation that will include a victim’s pregnancy as an aggravating factor when judges consider sentencing offenders. The government is proposing this as an alternative to Bill C-484.”
“In my view, it is unfortunate that they have made this decision. My Bill was carefully worded to ensure women’s freedom to choose abortion would be completely respected and physicians who perform abortions would be completely protected. What is disappointing is that the government appears to have bowed to pressure from a number of interest groups including abortion rights groups and some medical organizations.”
“Abortion supporters welcomed the introduction in May of Liberal MP Brent St. Denis? Private Members Bill, C-543, which appears to be very similar to what the government is now proposing. Indeed, such a law was actually suggested by the Abortion Rights Coalition of Canada last November. But I continue to hope that thoughtful, everyday Canadians, not influenced by political agendas or strident ideology, will continue to support C-484, and about 70% of Canadians do, including the vast majority of women across the country. I hope they will continue to contact their MPs, now more than ever, and encourage them to continue to support a compassionate and just response to the horrible loss experienced by pregnant women who lose their not-yet-born babies in a violent attack. And I hope, as a result, MPs, regardless of party affiliation, will have the courage to vote in favour of Bill C-484 at Third Reading.”

Dear Minister Verner,
I am extremely disturbed by media reports in recent days about the CRTC’s approval of a pornographic television program out of Alberta (see attached articles).
One Ottawa Citizen article reported that "the CRTC received no intervention in connection with the application, which was initially launched in October 2007." Many Canadians are saying that the recent news reports are the first time they’ve heard about this program and the CRTC application. This raises serious questions about the reliability of the CRTC’s application process and the way the CRTC promotes the public input aspect of that process.
People are rightly asking exactly what it is about a pornographic program that is 50% Canadian content that makes the content unique. One person suggested that the uniqueness was in relation to the objectification and debasement of women, the titillating notion that one of the “actresses” might be your next-door neighbour!
You will recall that Canadians greatly appreciated the Conservative Party for our successful campaign against the Liberal Party’s special treatment for immigrants coming into Canada to work as strippers. Canadians appreciate a party that works against the abuse and objectification of women.
You also know that a decision like this does not take place in a vacuum. Applications by companies offering good programming have been denied or have faced an uphill battle to receive CRTC approval in recent years. Fox News comes to mind, as do EWTN and Radio Maria. When such programming has such a hard time being approved for a Canadian audience, it is astonishing that this kind of filth receives approval so easily. Such decisions do nothing to mitigate the impression that the CRTC places ideology above objective criteria in its decisions about what programming it will approve for Canadian consumption.
I hope there is something you can do to rectify the unacceptable decision made by the CRTC to grant a license to the Alberta-based company Real Productions’ pornographic program, Northern Peaks, giving it access to Canadian airwaves.

CRTC approves first homegrown adult entertainment TV channel: Northern Peaks

TORONTO - Move over "Little Mosque on the Prairie" and "Corner Gas."
The newest frontier in a push for Canadian content is decidedly less family friendly.
Canada's broadcast regulator has given the green light for the country's first adult television channel with "significant" homegrown content - called Northern Peaks.
It would be a national, English-language pay television service from Edmonton-based Real Productions.
According to the company it would be "Canada's first adult video channel offering significant Canadian adult content," the CRTC decision states.
"The applicant indicated that it would also air the adult versions of Real Productions' cable television series and produce its own adult movies, events and series."
Real Productions' website states it is a "premier adult video production company specializing in unique amateur XXX and swinger videos."
"What makes us unique?" it says.
"Simply, our ability to find lovely women who have never appeared in an adult video in their lives and tape them in fully explicit action with amateur male performers!"
But before getting its broadcast licence, Northern Peaks must first find at least one licensed provider to distribute its channel within three years from Wednesday, when the CRTC decision was issued. It was approved as a "Category 2" pay television service, which means it doesn't have guaranteed distribution rates, so it must negotiate with providers.
The licence go-ahead also comes with several conditions attached, including that at least half of the broadcast day and evening broadcast must be domestic content.
There are also certain categories the shows on Northern Peaks must fall under, such as: long-form documentary, dramatic series, comedy series, specials, miniseries, made-for-TV movies, feature films, game shows, general entertainment and human interest.
The CRTC also stipulates that a certain portion of the pay channels revenues must be invested in Canadian programs.
On its application, Real Productions said $1 million in expenditures will go toward acquiring Canadian programming in the first year of its licence.
Starting in the second year and in every subsequent year, the company said it will dedicate a minimum of 65 per cent of its gross revenue to the acquisition of Canadian programming.
The commission said no parties sought to intervene with the application.
Northern Peaks would also have to ensure it close captions all of its programs.
The licence expires Aug. 31, 2014.

Films with local stars 'a real turn on'

An Edmonton-based adult film producer has won federal government approval for a new pornography channel with an unusual twist: half of the content is to be Canadian.
Shaun Donnelly's Real Productions received the OK from the CRTC on Wednesday to operate a digital cable channel -- called Northern Peaks -- that is billed as "Canada's first adult video channel programming significant Canadian content."
"There seems to be quite a market for Canadian adult content right now and of course there isn't a lot of supply," Mr. Donnelly said yesterday from the set of a show he is shooting for Playboy TV outside of Edmonton.
Real Productions, based in the Edmonton suburb of Sherwood Park, says it owns the largest library of Canadian-made pornography at more than 200 titles.
According to the conditions of the licence, Northern Peaks must devote 50% of its broadcast time to Canadian productions.
A CRTC spokesperson said yesterday that to the best of his knowledge, it is the highest Canadian content level ever for an adult channel.
Mr. Donnelly said he was required to offer to as little as 15% Canadian content to appease regulators.
But because he wants "to legitimately be Canada's adult channel," he started at half Canadian.
He said there is a huge unfulfilled market in Canada for local porn. Beginning last year he began getting calls from cable companies looking to license his Canadian productions.
"I've always found there's a real turn-on to watching and knowing it's people you could run into in the grocery store," he said.
He said every carrier he has spoken to has expressed interest, and all are reviewing the Northern Peaks application. He would not reveal which carriers he has approached.
Industry observers expressed surprise yesterday at the large amount of Canadian content Northern Peaks is offering at start-up, saying that often Canadian programming is not a selling point when approaching cable and satellite companies to carry a unproven digital channel.
Northern Peaks will likely be offered high in the triple digits on the channel dial, and be available for a monthly subscription fee.
Proposed series in the application to the CRTC include one shot entirely on location at a small adult video store in Kamloops, B.C., and one in which "Canada's sexiest thirty-somethings show off their skills in a series that proves Canada is cougar country."
Last December, the CRTC approved a French-language digital channel called Vanessa, operated by Montreal-based Sex Shop Television. The license required only 20% Canadian programming. In 2003, the CRTC approved Hustler Canada, which airs primarily foreign content.
Category 2 channels must negotiate rates and carriage on Canada's cable and satellite television distributors, and receiving a license is no guarantee that cable or satellite companies will pick up the channel.
Owners of such licenses can face a tough slog of several years before getting carriage.
"We are always interested in offering new channels and would evaluate this opportunity," a Rogers spokesperson said in an e-mailed statement yesterday.
Mr. Donnelly said he is aiming to get carriage by early next year.
Mr. Donnelly produces pornography for a variety of international media in Western Canada. He created The Boy Next Door for Playboy TV and Make Me a Porn Star for British television.
In addition to hardcore pornography, he says he is big on "making fun of the porn industry," and that Northern Peaks will feature tongue-in-cheek reality programming that shows the "ridiculous" side of the business.

TORONTO (Reuters) - Canadians who may have become tired of being passed over as porn stars will have a new, home-grown outlet to showcase their erotic talents.
Federal regulators have granted Alberta-based Real Productions approval to launch a new digital pornography channel, which promises to serve up at least 50 percent domestic content.
The Canadian Radio-Television and Telecommunications Commission (CRTC) approved the Category 2 pay-television service on Wednesday, allowing Northern Peaks to become "Canada's first adult video channel offering significant Canadian adult content."
"I think as Canadians there is a bit of a tiredness in seeing all American stuff," Shaun Donnelly, president of Real Productions, said during an interview on Friday.
"There is always that thrill for something that is local and you get the sense that these are people you can meet at the supermarket."
The CRTC only required 15 percent Canadian content, but Northern Peaks agreed to provide "not less than 50 percent of the broadcast day and not less than 50 percent of the evening broadcast period to Canadian programming," according to the license.
"We want to be Canada's adult channel and I think to do that, 15 percent wouldn't cut it," Donnelly said.
Real Productions boasts the largest collection of Canadian adult-themed content in the country with more than 200 film titles and 75 television episodes in its library.
The regulator stipulated the license will only be issued once Real Productions enters into an agreement with at least one licensed distributor.
Donnelly, who has also produced television programs for Playboy TV in the U.S. and Granada Television in Britain, said all five major Canadian cable and satellite carriers have expressed interest in hosting the channel and are reviewing the proposal.
"I've been in touch with the cable companies throughout the process and went ahead with it based on the interest we had," he said
Northern Peaks will be restricted to certain types of programming including long-form documentaries, dramatic series, feature films, game shows, mini-series, sitcoms and made-for-TV movies.
The CRTC received no interventions in connection with the application, which was initially launched in October 2007.

The Philippine "Culture of Life" struggle continues. With the aid of untold amounts of money from overseas groups, legislation called The Reproductive Health and Population Development Act of 2007 is being debated in the Philippine Parliament. It would create a new "Commission on Population." This would "encourage" families to have only two children. It would promote abortifacient drugs, including the IUD and the pill. It would require all public and private health care providers to provide surgical sterilization. It would require mandatory "age appropriate" sex education, starting in the 5th grade and running through high school. In effect, it would allow Planned Parenthood type sexual permissiveness across this Catholic nation. The bishops there have protested strongly, stating that this would create a culture of death. Its president, Gloria Arroyo, does oppose this. One bishop has issued a pastoral letter stating that politicians who support this are forbidden to receive Holy Communion within his diocese, stating that the use of the phrase, "reproductive health" would, in effect, allow abortion 'on demand' nationwide. Let's watch this closely.
Medecins sans Frontieres is Pro Abortion: Sometimes known as Doctors without Borders, this organization claims to follow the Hippocratic Oath. However in December 2005, it stated that, "In cases of sexual violence, it could be a matter of giving antibiotic treatment to combat a sexually transmitted infection, giving prophylactic treatment to prevent HIV infection, providing medicine to avoid pregnancy (morning-after-pill), and performing an abortion..." Such a position definitely does not follow this ancient Oath, which specifically forbids a doctor to kill his patient.

Doctors are locked in debate over a new approach to infant heart transplants, in which surgeons remove the organs of babies before they are declared brain dead.
Some say the approach saves lives by providing more viable organs to babies who have a chance at survival. But others say the practice devalues one life to try and save another.
The protocol, known as transplantation after declaration of cardio-circulatory death (DCD), allows for the transfer of organs following the stoppage of the heart, rather than brain death. In cases where the parents choose not to resuscitate, their infant's organs could be removed about a minute-and-a-half after the heart stops beating.

A member of the American Psychological Association has criticised that organisation's survey of the effects of abortion on women's mental health, saying it is politically motivated and bad science. The project concluded that a single early abortion did not increase the likelihood of significant mental problems. Dr Rachel M MacNair, research director for Consistent Life, Missouri, and an official reviewer of the report, points out that the task force's conclusion was based on a single British study. Furthermore, that research actually found a higher incidence of drug overdose among women who had had abortions. Dr MacNair writes: "'[S]cience' means what the [association] says it means, rather than what those of us trained in a university might have been taught. ... Since there may not be an actual pregnancy to terminate, menstrual regulation is sometimes available in countries that prohibit abortion.
If the woman was pregnant at the time the menstrual extraction is performed, the evidence of an abortion is either destroyed during the procedure or easily disposed of. Menstrual regulation is sometimes regarded as a cross between "foresight contraception" and "hindsight abortion."

U.S Catholic Bishops Oppose Research on Human Embryos - While making it clear that they have no problem with non-embryonic adult stem cell research, the U.S. Conference of Catholic Bishops have issued a long-awaited statement saying embryonic stem cell research (ESCR) is immoral.
"Harvesting these embryonic stem cells involves the deliberate killing of innocent human beings, a gravely immoral act," the statement says. "Direct attacks on innocent human life are always gravely wrong. Yet some researchers, ethicists, and policy makers claim that we may directly kill innocent embryonic human beings as if they were mere objects of research - and even that we should make taxpayers complicit in killing through use of public funds." "Thus, while human life is threatened in many ways in our society, the destruction of human embryos for stem cell research confronts us with the issue of respect for life in a stark new way." But there are facts too: 27 countries have already abolished the death penalty in law or in practice while 14 countries continue to carry out executions.
Significant changes are taking place in some of these countries. Japan, for instance, has increased the rate of executions, while others are moving towards abolition. For example, Taiwan, has suspended executions since 2005, and South Korea has not carried out executions for ten years. Amnesty International classified South Korea as abolitionist in practice. Others, like the Philippines, in 2006, abolished capital punishment for all crimes.

The European Union's population is set to reach 506 million by 2060 when there will be only two people of working age for every person aged 65 or more, the EU statistical office said on Tuesday.
Policymakers are bracing themselves for a big rise in the number of pensioners putting a strain on public finances as people live longer and there are proportionately fewer people of working age, even with net migration.
Currently there four people of working age for every person of 65 or more.
The combined population of the 27-nation area will peak in 2035 at 521 million, compared with 495 million in January this year, with deaths outnumbering births from 2015, Eurostat said.
The strongest population growth will be in Cyprus, up 66 percent by 2060, Ireland, up 53 percent, Luxembourg, up 52 percent, and Britain, up 25 percent.

Regulators draft policy to remove nod to religion

The Ontario Medical Association wants the licensing body for doctors in the province to change a controversial document that could strip doctors of their right to exercise freedom of religion when making decisions in their medical practices.
The document by the licensing body, the College of Physicians and Surgeons of Ontario, is believed to have been sparked by a letter from the Ontario Human Rights Commission that said doctors' practising their religious beliefs could have a discriminatory impact on patients.
Yesterday, Dr. Ken Arnold, president of the OMA, said in a statement, "The OMA has watched closely the work being undertaken by the [College of Physicians and Surgeons of Ontario] with respect to human rights. Our position has always been that in considering the rights of patients, we must also take into account the rights and freedoms of physicians.
"The OMA believes that some parts of the draft policy require clarification and need amendment. The [college's] proposed policy is generating concern with some in the medical community in Ontario and requires clarification. We will be forwarding our recommendations to the [college] shortly requesting that they amend their policy."
The College of Physicians and Surgeons of Ontario recently released a draft document on a potential new code of conduct for physicians.
